Policy development challenges frequently highlight the need to develop a better understanding among governments of the role and operating model of private enterprise in a globalised society.
Through engagement with governments, and direct market interventions, we help to shape the global regulatory agenda. Our work involves monitoring regulatory developments in telecoms; engaging governments in productive discussion, and informing them of best practice when developing policy frameworks that will govern and facilitate the growth of the mobile industry.
European Mobile Observatory 2008
The GSMA is publishing a series of reports to provide a reference point for policy makers and other stakeholders with regard to the state of the industry. The first of these was published in 2008 focuses on Europe and covers key statistics and performance indicators, competition, innovation, services and technologies, and the contribution of the mobile industry to social and economic development. An Asia Pacific Observatory was published in 2009.
Regulation of Roaming
The regulation of roaming charges continues to be an issue both in Europe and other regions around the world. The GSMA works with operators in local markets to support them in developing lobbying positions against regulation; we are actively involved with operators in the Arab World, Latin America and Europe on this issue.

Evolution to IP
IP-based services are central to the future growth of mobile, particularly the evolution of 3G networks and services. The GSMA supports a regulatory environment which will stimulates growth, innovation, investment and consumer benefits and support the successful implementation of new mobile IP-based services.
Investment and Competition
Ensuring optimal investment and competition should be a priority for governments. The GSMA closely monitors regulatory developments and lobbies for a regulatory approach that encourages, rather than restricts, growth and investment.
Policy Recommendations for Developing Countries
The GSMA is working actively in developing markets to assist in the development of regulatory frameworks which will tackle the cost barriers to ownership and support mobile growth.
