GSMA Professional Staff
The GSMA's member and professional staff work closely everyday to enable a multi-billion dollar global wireless network business, and to guide the strategic planning for the future. Working Groups of operator and supplier members from around the world oversee the practical aspects of running wireless services today. In addition, specialist interest groups look at the needs of a particular region or the impact of new services or technologies.

Mark Smith – Communications Director
Mark Smith is responsible for ensuring strong external & internal communications between the Association's membership, its operations worldwide and the global media to ensure good profile for the Association, its initiatives and objectives.

David Walsh - Deputy General Counsel
As Deputy General Counsel, David is responsible for managing the GSMA's legal affairs. He provides guidance across the organisation including to the Board, CEO and Conferencing business. David joined the GSM Association in 2002.

Isabelle Mauro - Head of External Affairs
Isabelle is responsible for co-ordinating the lobbying activities of the GSMA, such that key issues are presented consistently and from as broad a range of voices as possible around the globe.
Isabelle is also in charge of coordinating the activities of GSMA Regional Interest Groups.

Ricardo Tavares – Senior Vice President, Public Policy
Ricardo Tavares manages GSMA interventions on regulatory affairs in emerging markets. Tavares is a successful negotiator with governments and regulators around the world, having led GSMA efforts in handling critical regulatory cases in China, Latin America, South Asia, Southeast Asia, and in shaping international telecommunications policies of the European Union and the United States. His areas of expertise include spectrum policy, licensing, competition among technology standards, and design of regulatory regimes for telecommunications. Tavares is a member of the Board of Regents of the Harris Manchester College in Oxford, a member of the Council on Foreign Relations in New York, and a member of the International Council of the Salk Institute for Biological Studies in La Jolla, California, USA. He holds a masters degree in political science from the Rio de Janeiro University Research Institute (Iuperj) and complete course work in the Ph.D. program in international relations at the University of California, San Diego (UCSD). Tavares has worked with the GSMA since 1999.

Dr Jack Rowley - Director Research & Sustainability
Dr Jack Rowley is responsible for the Association's activities related to the safety of mobile communications, responsible environmental practices and the social aspects of mobile phone use in close co-operation with Association working groups and external organisations.

Gabriel Solomon - Senior Vice President, Public Policy
Gabriel builds, leads and develops the GSMA's public policy agenda and thought leadership programme to ensure that the Association plays an influential role in shaping the global regulatory agenda. He is responsible for raising the GSMA's profile internationally through effective communications and relationship development with a large number of key audiences. Gabriel has an MBA from INSEAD.

Robindhra Mangtani, Director of Interworking and Roaming
Robindhra joined the GSMA in 2006 he leads the Interworking and Roaming (IREG) Expert Group, is the Project Director for the GSMA activity in femtocells and Technical Director of the GSMA mobile alliance on content filtering. During 2007/8 he represented GSMA on the board of directors of the Open Mobile Alliance (OMA)*. In addition, he provides technical direction to other key GSMA project activity such as NGN/IP interconnection issues, IPX , GRX, ENUM and DNS. IREG comprises operators and suppliers and specifies technical, operational, security, performance and testing issues supporting hubbing activities, GPRS Roaming Exchange (GRX), IP Packet Exchange (IPX), international roaming, signalling , addressing and service interworking, taking into account the evolution of GSM and 3G. *OMA is the focal point for the development of mobile service enabler specifications, which support the creation of interoperable end-to-end mobile services.
Robindhra's relevant previous experience prior to joining GSMA comes from working for Ofcom, the UK national regulator where he was involved in competition policy in Telecommunications and Mobile Networks. He represented Ofcom in the European Regulators Group (ERG/IRG) working groups on IP interconnection, Next Generation networks (NGNs) and Broadband access, European Commission's Expert Group on Emergency Access and sat on the board of the UK Network Interoperability Consultative Committee (NICC) and technical committee of NGNuk . Before joining Ofcom, Robindhra had over 15 years experience in the design, development and implementation of Global voice, data, IP, fixed and mobile networks for Qualcomm (affiliate company), Cable and Wireless Global and British Airways.

Julian Bishop, Corporate Services Director
Julian is responsible for the Corporate Services functions of the GSMA Group (HR, IT, Facilities & Corporate Projects). His role is to enable everyone in the GSMA to do their jobs of delivering projects and services that benefit the mobile industry.
Julian also chairs a global steering group of Operator Group HR Directors that deliver people-centric projects to the mobile industry.
Prior to joining GSMA, Julian was Head of HR at Accenture for a number of Business Units.

Bob Weston - Head of Programmes
Bob has responsibility for the delivery of all GSMA technical projects. Reporting to the CTO, and working closely with the other GSMA Officers, he has line, resource, budget and information management responsibility for technical project delivery and is responsible for futher development of the GSMA's project delivery methodology. He manages the GSMA Programme Management Department's Programme and Project Managers as well as the Programme Management Office (PMO). His team is mainly based in London and Dublin but operates globally in support of GSMA initiatives.
Prior to joining GSMA in October 2005, Bob was Head of Resourcing within Major Programmes, Vodafone UK where he managed project delivery staff responsible for new products and services.

Graham Trickey - Technical Director
Graham Trickey is a Senior Director for the GSM Association in London and is currently responsible for the GSMA’s IP Services programme and for the Seamless Access WLAN project.
The IP Service programme integrates all of the GSMA work on IP services and is responsible for ensuring that new IP Services can actually be commercially deployed by Operators. The Seamless Access WLAN project is simplifying access to WLAN for mobile subcribers by utilising the existing SIM card for authentication, and the users existing mobile account for billing.
Since joining the GSMA in September 2001, he has been responsible for viewing services from an End-to-End viewpoint. He directed the association’s MMS Taskforce, working with operators and vendors globally in to resolve the issues that might impede the success of services based on MMS. More recently, he directed the GSMA Integrated Messaging Project where a new messaging client was specified to simplify the use of all messaging services and to allow the customer to focus on the message content rather than the message technology.
Graham was previously Director of the End-to-End Solutions group in Motorola, and has 12 years experience within the Mobile Telecommunications Business. Before joining Motorola, Graham had spent more than 15 years in the semiconductor business, working for major names like Inmos,
ST Microelectronics, Texas Instruments and Intel.

Jaikishan Rajaraman - Director, Product & Service Development
As Director of Product & Service Development, Jaikishan is responsible for the Services Review Group. This is the body that oversees, and provides guidance and leadership to the various Product and Services teams within the GSM Association.
In addition, he responsible for some key projects within the GSM Association, which impact the way operators work together today for roaming and inter-working. Some of these represent a paradigm shift in the current models, while others require the deployment of sophisticated technology and infrastructure.

Harry Campbell - Project Director
Harry is responsible for the delivery of the IP Interworking Go To Market Project in GSMA. This project promotes the adoption of the IPI Framework by the key stakeholders and defines the IPX Governance, which will support the successful commercial implementation of the IPX.

Working closely with BARG (Billing, Accounting and Roaming Group). Julia is the Director responsible for the development of billing & roaming protocols - ensuring a flow of information between the Association's working, technical and regional interest groups on all technical issues related to these key areas.

James Moran - Fraud & Security
As Fraud & Security Director, James Moran provides an advisory service to all Association members, including communication of latest issues, support for the work of the Fraud Forum and Security Groups on a global basis in liaison with other relevant Association Working Groups and external organisations.

David Maxwell - Fraud Forum Director
Working with the Fraud Forum, David Maxwell co-ordinates the development and sharing amongst GSM Association members of information and training related to fraud detection and prevention, and the adoption of a risk management approach to analysis of the latest mobile services.

David Goodstein - Project Director
David has over 20 years experience in information and telecommunications industry, focused on ICT implementations and project management since 1996. Since joining GSMA in 2003, David has managed various projects and is now managing IPX PCI, the project that will realise the design and operation of the IP Packet eXchange through packet voice interworking.

Ana Tavares - Director of Strategic Initiatives
Ana Tavares is responsible for delivering and managing key strategic initiatives within the GSMA. Currently these include the "Personal Instant Messaging" initiative that was launched globally at the 2006 3GSM World Congress in Barcelona. Ana has also been responsible for supporting the GSMA Board Strategy Committee and for the management of key strategic partnerships with vendors and consultancies.
